The Aadhaar interventions facilitate all three:

  • Access to Eligible Benefits,
  • Access to Full Benefits, 
  • Access to Benefits when it is Due.
They increase the impact of existing welfare programs manifolds.

Aadhaar Example :

Imagine Radha and her mother, a BPL family, able to access all the cash and subsidy benefits available to 
them at the various stages and events of their life. The ability to avail all the eligible cash and subsidy 
benefits in full value at the time of need will provide Radha and her parents a great opportunity to come 
out of the poverty cycle. This is possible with Aadhaar enabled welfare programs.

National Unique Identity – Digital and Online Verifiable

Typically an individual identity is defined in terms of demographic attributes namely name, gender,
age and address. But demographic data alone cannot guarantee uniqueness. Unique Identity is
possible by linking demographic attributes with bio-metric attributes like fingerprint and iris patterns
of the individual.
With recent advancement in technology,it is now possible to create a digital unique identity for an individual in a large population using bio-metric attributes (fingerprint and iris) which can be verified online. Each unique identity can be assigned multiple

identity tokens of various kinds which can be used
appropriately for authentication as per the business need of service rendered.


Creation and usage of a national unique identity which is digital and verifiable online, can address the current challenges faced in identity establishment by service agencies. Following are the key benefits:

• Availability of portable (works anywhere in India) identity, verifiable online
• Removal of duplicate and fake identities plugging leakages of welfare benefits.
• Authenticate the individual always as the same and unique person, anywhere and anytime
ensuring rightful claimant gets service or benefit.
• Higher scalability of services with online authentication, allowing the service agencies to use
multiple channels for service delivery.
• Reduced beneficiary harassment and rent seeking due to reduced dependency on manual
processes.

How to get an Aadhaar Card?


How to Enroll/Get an Aadhaar Card?

Aadhaar card is an initiative by Central Government to give an Identity to every individual in the nation. Aadhaar will ensure increased trust between public and private agencies and residents. So basically a Single ID card for all purposes.

So how do you Enroll for Aadhaar Card if not already done. Here are few steps you have to follow :

  1. Firstly remember that it is Free.
  2. Locate the nearest authorized Aadhaar center here: http://appointments.uidai.gov.in/easearch.aspx
  3. Carry a Common proofs of identity and address like a election photo ID card, Ration card, passport or driving license. Detailed list can be seen here:http://thehyd.blogspot.in/2012/12/what-are-identityaddress-proof-required.html
  4. In case you do not have above common proofs, Certificate of Identify having photo issued by Gazetted Officer/Tehsildar on letterhead is also accepted as PoI. Certificate of Address having photo issued by MP or MLA /Gazetted Officer/Tehsildar on letterhead or by Village Panchayat head or its equivalent authority (for rural areas) is accepted as valid PoA.
  5. Even if someone in a family does not have individual valid documents, the resident can still enrol if his/her name exists in family entitlement document. In this case the Head of Family in entitlement document needs to be enrolled first with valid PoI & PoA document. The head of the household can then introduce other members in the family while they are enrolling. UIDAI accepts 8 document types as Proof of Relationship.   6. Where there are no documents available, resident may also take the help of Introducer's available at the enrollment center. The Introducer's are notified by the Registrar. For further details please contact office of the concerned Registrar.
  7. At the enrollment center, please fill your personal details within the form. Your photo, finger-prints and iris scan will also be taken as a part of the enrollment. You can review the details you have provided and make corrections during enrollment itself. You will get an acknowledgment slip with an temporary enrollment number and other details captured during enrollment.
  8. Based on your information provided, your details will be verified centrally. If your application is successful, an Aadhaar number will be generated and mailed to your address.
  9. The waiting time for Aadhaar may vary from 60-90 days after receipt of resident data.

How do i Link my Aadhaar with Bank Account for LPG Gas Cylinder Subsidy?

Government is all set to launch Aadhaar for LPG gas Cylinder subsidy for 6 cylinders per financial year. So all people will holding a LPG gas connection from any of the State owned LPG company will get cash subsidy directly into their Aadhaar linked bank account.

So all you have to do to get the cash subsidy is to get a Aadhaar card and link it with your savings bank account.

How to Link your Aadhaar card with LPG Connection?

  • Make sure your Bank account is linked with Aadhaar
  • Take a Xerox copy of you Aadhaar card along with Original copy to the LPG Distributor.
How to Link your Aadhaar card with Bank Account?
  • Go to your Savings Account Bank Branch
  • Submit the copy of your Aadhaar Card. Carry the Original also with you.

Direct Cash Transfer to launch on 2nd Jan 2012 in Andhra Pradesh


Direct cash transfer is all set to launch in Andhra pradesh amidst all the hu-hallah with East Godavari district's Gollaprallau to be the first one where it is to be tested. Direct Cash Transfer is termed as a way to reduce the role of middle man and reach the beneficiary directly. The Government subsidies and other benefits are directly given to the poor in cash via a Aadhar linked bank account thus plugging the leakages in the existing system. So the end user can get the PDS Grains or Kerosene subsidy directly into his bank account instead of it being given to them via ration shop owners.

LPG and kerosene subsidies, pension payments, scholarships and employment guarantee scheme payments as well as benefits under other government welfare programmes will be made directly to beneficiaries. So instead of giving subsidy on Kerosene and other items directly, Government is giving Cash to the poor and abolishing direct subsidy on these items.The risk is that whether the money given to the poor is used for these items or other purposes is very difficult to trace and a strong mechanism is needed to make sure real benefit is reached to the poor.

Bank accounts is another thing which is in focus as only 40% of the Indians have a bank account and lack of bank branches in the backward areas may act as a hindrance to implement this scheme in many states. Lack of ATM's to withdraw money, educating poor on usage of ATM , Aadhaar card distribution and enrollment and linking it with Bank accounts are few other challenges which the Direct Cash transfer scheme might have to face before the real benefits are seen on the ground.

With April 1st,2014 as the All India Roll-out date, Government has to work Day and night if they want to implement it successfully. Otherwise it will also be like any other scheme running for decades without any real impact.
